ເຄືອຂ່າຍຊາວກະຊິກອນລາວເຂົ້າຮ່ວມກອງປະຊູມນະໂຍບາຍຊຸກຍູ້ສະຫະກອນແຂວງຈຳປາສັກ ວັນທີ 28 ກັນຍາ 2017 ທີ່ເມືອງປາກເຊ, ແຂວງຈຳປາສັກ ໂດຍການເປັນປະທານຂອງທ່ານບົວສອນ ວົງສອງຄອນ, ຮອງເຈົ້າແຂວງແຂວງຈຳປາສັກ ເຊິ່ງມີຜູ້ເຂົ້າຮ່ວມຈາກສະຫະກອນ ແລະ ການຈັດຕັ້ງທີ່ກ່ຽວຂ້ອງເຂົ້າຮ່ວມ.
ກອງປະຊຸມໄດ້ທົບທວນຄວາມຄືບຫນ້າຂອງການແກ້ໄຂຂໍ້ສະເຫນີ 12 ຂໍ້ ເຊັ່ນ: ຂໍຫລຸດຜ່ອນພາສີອາກອນ ແລະ ຂໍຢືມເງີນດອກເບັ້ຍຕໍ່າ ເຊິ່ງຜ່ານການຄົ້ນຄວ້າແມ່ນບໍ່ສາມາດປະຕິບັດໄດ້ເພາະວ່າບໍ່ມີໃນກົດຫມາຍຮອງຮັບນະໂຍບາຍດັ່ງກ່າວ. ສະນັ້ນເພື່ອໃຫ້ໄດ້ນະໂຍບາຍດັ່ງກ່າວແມ່ນຕ້ອງມີນະໂຍບາຍຈາກຂັ້ນເທີງເຊັ່ນ: ມີກົດຫມາຍ, ຫລືມີດຳລັດຈາກນາຍົກ ຫລື ຈາກສະພາແຫ່ງຊາດ.
ທ່ານບຸນທົງ, ປະທານສະຫະກອນກາເຟພູພຽງບໍລະເວນໄດ້ສະເຫນີໃຫ້ມີການຫລຸດອາກອນສົ່ງອອກກາເຟ ເພາະປະຈຸບັນແມ່ນໄດ້ເສຍປະທານເຈັດລ້ານກີບຕໍ່ຕູ້ຄອນເທນເນີ້ ເຊິ່ງແຕ່ລະປີສະຫະກອນໄດ້ສົ່ງອອກກາເຟອອກ 60 ກວ່າຕູ້ ຕົກເປັນເງີນຫລາຍຮ້ອຍລ້ານກີບ. ເຊັ່ນດຽວກັນຍັງໄດ້ເສຍອາກອນເງີນເດືອນ ແລະ ອື່ນໆຄືກັນກັບບໍລິສັດທົ່ວໆໄປ. ນອກຈາກນັ້ນ, ທ່ານສົມບູນ, ປະທານສະຫະກອນໃຈກາເຟໄດ້ສະເຫນີໃຫ້ພາກລັດລົງຊ່ວຍປັບປຸງດ້ານເຕັກນິກ ເພາະໃນຫລາຍໆປີຜ່ານມາຜົນຜະລິດກາເຟຍັງຕໍ່າກວ່າມາດຕະຖານຫລາຍ.

ທ່ານປະຈິດ, ຮອງພະແນກກະສິກຳ ແລະ ປ່າໄມ້ ກໍ່ໄດ້ໃຫ້ຄຳເຫັນໃນການປັບປຸງການຈັດຕັ້ງສະຫະກອນໃຫ້ເຂັ້ມແຂງກ່ອນ ໃນຂະນະດຽວກັນທ່ານກໍ່ເຫັນດີໃນການສືບຕໍ່ປະສານງານລະຫວ່າງການຈັດຕັ້ງພາກລັດໃຫ້ສັດເຈນກ່ຽວກັບຄວາມຮັບຜິດຊອບ.
ທ່ານອິນສອນ, ຈາກກົມສົ່ງເສີມກະສິກຳ ແລະ ສະຫະກອນໄດ້ໃຫ້ຄຳເຫັນຕື່ມວ່າ: ໃນອານາຄົດອັນໄກ້ນີ້, ກົມຈະໄດ້ມີການເຮັດການປະເມີນສະຫະກອນທີ່ມີແລ້ວ ແລະ ນຳສະເຫນີຂໍ້ສະເຫນີຕ່າງໆຂອງສະຫະກອນໄປຫາສະພາເພື່ອຂໍນະໂຍບາຍຕື່ມອີກ.
Lao Farmer Network participated a policy review workshop on agricultural cooperative of Champasack province in Pakse, Champasack province on 28 September 2017 chaired by Mr. Bouasone Vongsongkhone, Vice Governor of Champasack province, participated by representatives of agricultural cooperatives and relevant government organizations (38 people, 4 women).
The meeting review 12 policy proposals such as a policy on reduction of taxes and tariff; a policy on low interest loans. However, most of the proposal can’t not be provided to the cooperatives due to lack of laws and policy legislation from higher levels. Unless, the Prime Minister or the National Assembly issued a policy paper, the provincial levels can’t implement policy to the farmers.
Mr. Bouthong, Prisedent of Coffee Producer Cooperatives of Bolavane Plateau (CPC) asked if the authorities can reduce the export taxes of coffee. CPC is currently paying over 7 million LAK per container. Each year CPC export about 60 containers which worth over 400 million LAK of taxes paid. In addition, Mr. Somboun, President of Jice Coffee Cooperatives (JCC) added that farmers need the government to provide technical supports on productivity improvement because the yield is still very low.
However, the meeting discussed on the need to do something now in order to come up with a concrete policies in the short term because law development takes a very long time while small holders are really needs supports.
Mr. Khammanh, Deputy Head of Provincial Industry and Commerce of Champasack province suggested that for the short term, a) there is a need to establish national committee to support agricultural cooperatives, b) A clear roles of each government organizations needed to be clarified for instant which ministry should take care cooperatives? Agriculture, or Commerce or Planning?, c) A need to update the PM decree on cooperatives which has lack of content on policies.
Mr. Pachit, agreed with the suggestion on clarification of roles among different organizations while suggesting that the farmers need also to improve their organizations to meet the standard of cooperatives.
Mr. Insome, Department of Agricultural Extension and Cooperatives added that in the near future, the department will organize a review for cooperatives and will consolidate proposals from the cooperatives to be passed to the National Assembly for further considerations.
